Floyd E. Lay was once the executive director of the FHSAA. While there, he instituted a state football playoff system and expanded the state tournament series in basketball, baseball, cross-country, softball, track, volleyball, and wrestling to include regional and sectional tournaments.

Lay was a member of the National Basketball Rules Committee for 12 years, the National Football Rules Committee for 23 years, and the U.S. Olympic Basketball Committee for 16 years. He received the Distinguished American Award in 1986.

Floyd has been inducted in the National High School Sports Hall of Fame in 1983, the Lakeland High Athletic Hall of Fame in 1986, Polk County Public Schools Hall of Fame in 1989, and the FHSAA Hall of Fame in 1991. He was remembered to rule the Florida High School Athletic Association with a fair hand and an encyclopedic knowledge of the rulebook.
